INVITATION TO BID SURPLUS REAL PROPERTY Rockdale County, Georgia will receive sealed bids from qualified bidders for surplus real property owned by the County and located between Lester Road NW and Plunkett Road NW, said property consisting of approximately 4.0 acres, and being a portion of the tract identified as Tax Parcel No. 0210010107 according to the Rockdale County Tax Commissioner. The Property is more particularly described as follows: ALL THAT TRACT or parcel of land lying and being in land lot 235 of the 16th district and being more particularly described as follows: BEGINNING at the intersection of the west right-of-way of Lester Road and the south right-of-way of Plunkett Road, thence in a southwesterly direction along the south right-of-way of Plunkett Road 686.59 feet to an IPF 518"RB at the true point of beginning. THENCE South 01 degrees 23 minutes 54 seconds West for a distance of 216.86 feet to an IPF 1 12"rb; THENCE South 87 degrees 27 minutes 56 seconds East for a distance of 765.00 feet to a point; THENCE South 59 degrees 31 minutes 03 seconds West for a distance of 415.75 feet to a point; THENCE North 87 degrees 27 minutes 56 seconds West for a distance of 515.00 feet to a point; THENCE North 01 degrees 22 minutes 13 seconds East for a distance of 347.90 feet to an IPF 1/2" RB THENCE North 49 degrees 14 minutes 12 seconds East for a distance of 139.29 feet to an IPF 5/8" RB at the true point of beginning. Said property contains 4.00 acres. Payment for the property shall be due to the County at closing which will take place not later than 10 days after the bid opening and award of the contract by the Rockdale County Board of Commissioners. The successful qualified bidder will be required to execute such documents as are reasonably required by the County to effectuate the intent and purposes of the sale, including, but not limited to, a sales contract, to be executed not later than five (5) days following the bid opening. The Rockdale County Board of Commissioners reserves the right, in its sole discretion, to determine what is in the best interests of the County, including rejecting any and all bids, to award to the highest qualified and responsible bidder, which bid shall in no event be less than the minimum bid with a total value of $160,000.00, inclusive of the Countys direct expenses in conveying the real property to the successful qualified bidder (including, without limitation, appraisal and plat/survey) as set by the Rockdale County Board of Commissioners, and to further waive formalities in the bid process. Conveyance of the property will be by general warranty deed, subject to any and all easements and matters of record. Rockdale County seeks a combination of the proposed price along with a bidder willing to begin, within thirty days of closing, developing the property for manufacturing operations so as to provide jobs, tax revenues, and a positive impact on economic development in the County through the proposed use of the Property. The successful bidder will be expected to demonstrate a history of responsible manufacturing operations in Rockdale County, including positive tax revenues. The successful bidder will also be required to enclose the entirety of the real property conveyed with a chain linked or other comparable barrier and to commission and construct an access road on County Property to allow the Sheriffs Department reasonable ingress/egress to Lester Road to replace that portion of the existing County access road which connects to Plunkett Road on the North and which will be transferred to successful bidder. The successful bidder will be required to commission construction of the access road to be comparable to the existing COUNTY access road, including filter fabric and ABC, and to include driveway aprons with adequate turning clearance and adequate overhead clearance to allow for the Sheriffs Departments MCV to traverse the road. Bids will be opened at 2:00 p.m. on October 1, 2020, in Room 106 of the Administration Building located at 958 Milstead Avenue, Conyers, Georgia 30012.
